Signature above the quote in a reply or forward not working

We were using version 0.4.0 and just upgraded to 0.7.2. In both versions, when a user chooses "above the quote" for "When replying or forwarding place signature" of the compose settings, it automatically switches back to "below the quote" when clicking the save button. I am attaching 2 images that somewhat show the problem. I have searched for tickets like this one, but the ones I found did not have a solution that worked for us.

I should also mention that this was tested in IE, Firefox, and Chrome. All with the same outcome.

There's a top_posting config option which it looks like is disabled and added to dont_override list, right? If top posting is disabled the option for signature position cannot be set to "above the quote".
