Newbie question - No Plugins displayed in UI

Description

I'm sure I'm just missing something obvious but i see a lot of plugins in the plugin folder but I don't see anything in the UI. I added the line
$rcmail_configplugins? = array('vcard_attachments');
(as an example)

Is there anything else I need to do? What else am I missing?
