Composing HTML messages works only whith english user interface

I can compose messages in HTML format only when I choose English (US or GB) as UI language.
I tried some other languages (German, French, Dutch), too: Same (negative) result.

Works for me. What browser/OS are you using? Are there any javascript errors?
