first login attempt returns invalid request message

Description
using r4618 the first login attempt always returns the message: "Invalid request! No data was saved." with nothing else saved to the error log. It makes no difference in the username/password are valid or not. Immediately trying again either lets you in or gives login failed message as expected.
tested with ff3.6 and ie8 with no plugins enabled. PHP 5.3.3, all installer checks passed.
