Description
This bug only in internet explorer (7 and 8), in mozilla thunderbird all work fine.
When i recive mail whith attachement in russian charset, and open attachement in microsoft office, attachement name looks
like%30%FG ..
If i save attachement to file system, and after open it - also fork fine.

This is a IE bug and I don't think we'll find a workaround. More here http://greenbytes.de/tech/tc2231/
