Currently RC does not have a way to verify addresses. With this I mean that an email gets sent to a new identity, which contains some token thats needed to activate the idendity. Rosali has made a nice plugin that gets close, but one imho crucial element is missing that's very hard to implement without core modifications.
It would be nice if identities could exist in an 'unverified' state, that shows them in the identity editor, but they cant be used to send email.

Keep it as a plugin. Doesn't convince me to make it a core feature.

Still not perfect, but check it. Major concern to blow up the database with "identities waiting for approval" should be solved now:
