Titles of actions does not show up in Internet Explorer 8.0

Description

I have been informed about a queer problem after my users upgraded their browsers to IE 8. It is that action titles ('Check for new messages', 'Create new message' etc.) does not show when they hold mouse pointer upon it. The curious thing is that title of one icon is shown: 'Delete message'.
