Bad non ascii encoding in attachment filename

Description

I already wrote about improper packing behalf attachments. Error is in the function _buildHeaderParam (). Name attachments packed wrong. And yet a question: I have given encoded in main.inc.php "windows-1251", a letter created using UTF-8 (such as field Subject), why this is happening. Sorry for my bad English
