txt when html not used

Description

When html composing is active but no html features are used (no tinymce toolbar button are pressed), it's useless to add html tag like <br> and send message in html.

I know it's TinyMCE which do that, but perhaps it's possible to detect if there's only <br> in message and suppress it to finally send message in text.

It has sense if message is empty, in other situations user should decide what format to use.
