Ability to send FLAGGED messages

Description

In extension of ticket http://trac.roundcube.net/ticket/1484623

a. It would also be good if we could FLAG a message already when sending it to a recipient. The message will then be received as flagged. (like follow-up functionality in MS OUTLOOK).

b. And flag/unflag during mail viewing (to report DONE or TODO)

This sounds like a stupid Microsoft invention to me. As a recipient I don't want incoming messages to be flagged already. We have a priority setting for outgoing messages and I think this is sufficient.

Moved this to 'later' because 0.1.1 for bugfixes only.

If it ever gets implemented, consider making a user preferences to trust/do not trust the incoming flag.
