Currently it is ISO-8859-1 (if no charset header specified - RCUBE assumes that massage is in ISO-8859-1 charset). But in my region most improperly formed mails are in windows-1251 encoding. I have searched in all files for ISO-8859-1 and changed it to windows-1251 (not all occurences, only where it was assumed by default).
