Spell check link missing when changing editor from html to plain text

Description
When composing a new email and your preferences default to HTML messages, if you change the editor type to plain text, the Check Spelling option is missing.
Steps to reproduce:
Click Personal Settings
Ensure Compose HTML Messages is checked. Save if necessary.
Click Email.
Click Create New Message
Change Editor Type to Plain Text
This has been verified on SVN revision 558.
