Inbox does not enforce "Rows per page"

In revision 317, the inbox is not enforcing the "rows per page" personal settings option. This was also a problem in previous revisions. It appears to be 'inbox' only however. I currently have my personal settings for "rows per page" set to 40, but it only shows 15.

It also seems that after a session times out, the list gets even smaller. After the first time the session times out, it goes down to 6 items in the inbox. Again, all other folders work fine.
