Language choice at initial login - similar to the
dropdown one can make for the domain name logins.

eg 

UserName ______________
Password ______________

Language _____________
(dropdown with language choices as per config file)

Also, as suggested in #1484334 it may be useful to be able to specify the default through the URL before the user even sees the page.

I think the best default however may be to compare the Accept-Language HTTP request header (if any) against the installed languages.
