Problem with encoding on IE swedish

Hi, Seems to be problem with encoding. IE6 is on automatic mode and allways chosing excoding with western european (ISO). With Unicode(RTF-8) it works. And I get the swedish special letters with 1 or 2 dots above o or a. But then you have to change it on every page and every time. Is this by design or is this a bug or is this something I am doing?
