Description 

Allow plugins to be easily created.  For instance, I
would be interested in building plugins to manage
server-side filters and vacation messages (via FTP),
but those are probably implementation specific enough
that they should not be part of the core.

Looks like this should be fairly straightforward from a
cursory glance at the code... just need to allow valid tasks
& actions to be dynamically configurable in /index.php, and
then search a /plugins directory for the appropriate
includes in addition to the /program/steps stuff.
